Three distinct classes of requirements are necessary in civil rulers -- natural requirements, moral requirements and spiritual requirements. Naturally they should possess good abilities; morally they should possess integrity; spiritually they should possess piety.

Perhaps we might just look at the preface to that passage Romans 13:1--2:
"1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.
2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation."

No scripture has been more misunderstood and more wrested by unbelieving men to their own destruction.
