Billions of pounds have been poured into N.Ireland over the past 40 years with little tangible benefit to show from it. How can Gibraltar accomplish something positive like this and N.Ireland cannot? After all Peter Punt and J118 are supposed to be chess players! Their "handlers" seem to be anyway!
