Interestingly enough the VBC iplayer was showing a film covering the same subject. It is called "THE LIVES OF OTHERS." It may well still be available.

They had the population so frightened and paranoid they were all willing to spy on each other! They had the whole system down to scientific detail. They even specified suspected state enemies into different categories and had an exact way of punishing each category of offender.
