JESUITICAL TRIPLESPEAK

I do need help in understanding what Peter Pinnochio Punt is talking about in this Lundyletter article. If someone could explain I would be very greatful. 

It seems he has invented some new type of language the only name I can think of for it at the moment is "JESUITICAL TRIPLESPEAK."
